Do they have the same strategy?

Both wait to respond. That part is identical, and it's the part people get wrong about Manifesting Generators constantly.

The Sacral is a response mechanism. It lights up for something in front of it and goes flat for something that isn't for you, and neither type gets a reliable answer by sitting down and thinking hard about the options. This matters more than the Generator versus Manifesting Generator question does, honestly. Your authority is the actual decision mechanism, and an emotional Manifesting Generator has more in common day to day with an emotional Generator than with a sacral one.
